Research Professor at the Academy for Computer Science and Software Engineering at the University of Johannesburg in Johannesburg, South Africa, Basie von Solms presents the direct correlation of the increase in mobile phone usage with the increase of cyber-related crimes and the highest priority objectives. Professor von Solms also highlights the certification program offered at the University of Johannesburg as part of the CSA (Cyber Security Awareness) Program initiative in South Africa.

Ms. Elizabeth Ujarura Kamutuezu, Deputy Director of IPRM at the Ministry of Information and Communication Technology (ICT) in Namibia, shares a brief background on the history of Namibia then delves into the country’s Internet usage and highlights the ICT framework. Ms. Kamutuezu reviews their mission and objectives, working committee topics, stakeholders, challenges and achievements for a clearer understanding of the cyber ecosystem present in Namibia.

Dr. Towela Nyirenda-Jere, Principal Programme Officer of the NEPAD Agency in South Africa, discusses how the African Union (AU) convention on cybersecurity got started, from the perspective of multi-stakeholder Internet governance. Dr. Nyrienda-Jere explains the current status, issues and challenges in cybersecurity being faced today in Africa, and what the path going forward looks like.

Mr. Njei Check, of the Agence Nationale des Technologies de l'Information et de la Communication in Cameroon, gives a snapshot of cybersecurity in Cameroon, such as common threats and deployed security solutions. Mr. Check also reviews the development of ICT in collaboration with the government and explains the framework necessary to combat threats and maintain a healthy Internet governance.

Dr. Maike Luiken, the Vice-Chair of Policy Track for the IEEE Internet Initiative, briefly reviews statistics about the IEEE and explains the mission and goals of its Internet Initiative. Dr. Luiken then runs down the short history of previous ETAP forums and speaks about the goals for the Namibia forum. The objectives included local engagement, fostering interaction, understanding the local priorities, addressing the next steps and forming the working groups.

Dr. Maike Luiken, the Vice-Chair of Policy Track for the IEEE Internet Initiative, moderates the ETAP attendee introductions and voting occurs to determine the highest priority working group topics. Each participant gives their name, affiliation and states which of the twelve topics has their vote. Jim Wendorf, IEEE Internet Initiative Program Director, keeps track of the voting count until each person has given their input. Following the voting process, the attendees break out into the chosen discussion groups for off-camera discussion.

Working group presenters summarize the chosen topics: Public awareness and education on Internet safety and cybercrime, Combatting cybercrime while maximizing Internet inclusion for all, National Computer Incident Response Team (CIRT) development, Trends in cyberattack and cybercrime, and Data protection, privacy and resilience in the era of IoT. Five topics were voted as the highest priority for discussion in the working groups at the ETAP Namibia forum.

Dr. Maike Luiken, Vice-Chair of Policy Track for the IEEE Internet Initiative, closes the ETAP Namibia Forum with a brief summary of the experience and key takeaways that resulted in the day-long collaboration. Dr. Luiken points out that the work doesn’t end there, but that keeping in touch keeps the process thriving.
